Amazon will be reporting and paying eco-contribution fees on sellers behalf over EPR compliance

Amazon has recently made an announcement regarding the requirement of a valid UIN (Unique Identification Number) for sellers in the relevant EPR (E-commerce Packaging Regulation) category.

Effective June 30, 2023, Amazon sellers must provide a valid UIN in the relevant EPR category to continue selling on Amazon.fr. Failure to comply with this requirement by the given deadline will result in automatic enrollment, or continuation, in Amazon’s Pay on Behalf service for the period from April 1, 2023, to June 30, 2023.

What does this mean for you as a seller? It means that if you do not provide a valid UIN by the deadline, Amazon will enroll you in their Pay on Behalf service, allowing you to continue selling on Amazon.fr. It is important to note that this enrollment is subject to the terms and conditions specified by Amazon, which we strongly recommend reviewing to understand the implications fully.

Dear Seller,

In France, Amazon is legally obligated to check if you comply with your Extended Producer Responsibility (EPR) obligations by collecting valid unique identification numbers (UINs) for certain categories of products sold on Amazon.fr. You can learn more here.

Unless you provide Amazon with a valid UIN in the relevant EPR category by June 30, 2023, you will be automatically enrolled (or keep being enrolled) in Amazon’s Pay on Behalf service for the period from April 1, 2023 to June 30, 2023. This will allow you to continue selling on Amazon.fr, in accordance with the terms and conditions specified here.

How does Pay on Behalf work?

As part of the service, Amazon submits declaration reports for your sales on Amazon.fr in each relevant category and pays the applicable eco-contribution fees to qualified Producer Responsibility Organizations (PROs), and recovers these fees paid on your behalf. If applicable, Amazon charges service fees from your seller account (see details below).

The reporting cycle may be quarterly, semi-annual or annual, depending on the EPR category and the qualified PRO(s) selected by Amazon. Learn more on our Pay on Behalf page or our Help page.
  
How much does the service cost?

Amazon will charge a service fee of €24.99 + 3% of the eco-contribution fees paid on behalf of your sales in 2023 in each EPR category. This service fee is in addition to the eco-contribution fees that Amazon will pay on behalf of your sales, and it does not include VAT, if applicable. The service will be offered free of charge in an EPR category for the calendar year of 2023 to sellers who sell a product for the first time on Amazon.frin that category between 1 January 2023 and 31 December 2023 (both dates included).
